NACCHO comprises nearly 3,000 Local Health Departments across the United States. Together, we form an organization focused on being a leader, partner, catalyst, and voice for change for local health departments around the nation. As the national voice for Local Health Departments, NACCHO serves a critical role in Washington. All of our advocacy efforts focus on informing policymakers of the critical role that local health departments play in keeping our communities healthy and safe.
About William M. Barnes, PhD, MBA
Dr. Barnes has served as NACCHO’s Chief Program Officer since 2015 and brings a wealth of knowledge and expertise in this capacity. NACCHO's programs are divided into four areas:
Community Health assists local health departments throughout the country providing tools and resources they need to keep their communities healthy.
Environmental Health works with local health departments to reduce their carbon footprint and improve their environment.
Public Health Infrastructure and Systems supports local health departments as they develop a strong infrastructure and systems in place to run more effectively and to help their communities grow stronger.
Public Health Preparedness provides resources to local health departments when disaster strikes.
As a multi-faceted health executive, Dr. Barnes brings a diverse perspectives from successful leadership responsibilities spanning these areas: management, research and clinical service, with strengths in fiscal management, program operations, oversight and integrity. Successful in facilitating growth of external funding for programs and services, securing and maintaining strong relationships with funding agencies including local and federal government agencies and community based resources. Exceptional skills in human resources management including developing strong productive interdisciplinary teams, managing subcontracted personnel and oversight of multiple site activities.
Dr. Barnes is a Clinical Psychologist who has spent the past 15+ years simultaneously providing direct service and executive leadership at Children’s National Health Systems. He has served as Director of Community Based Adolescent HIV Research and Director of HIV Support Services. Most recently he has held the post of Executive Director of Community Support Services for the Goldberg Center for Community Pediatrics. He began his career at Children’s National as a Pediatric Psychology Intern, followed by a Fellowship in Pediatric HIV. Dr. Barnes continues to be a professor in Pediatrics at George Washington University, where he has been on faculty for 15 years. Dr. Barnes’ career has included large scale consulting and coaching projects worldwide for the World Health Organization, UNAIDS and UNICEF. He has coached leaders across industries, including healthcare, banking and the military.
Dr. Barnes earned his BS in Business Administration from Virginia Commonwealth University, his MA and Doctorate in Clinical Psychology from DePaul University and his MBA from George Washington University. He is also a graduate of the George Mason Leadership Coaching for Organizational Performance coaching training program. William currently resides in Washington DC where he enjoys time with his two daughters and son, golfing and photography.
