Rebecca Head, MS, PhD


Health Officer/Director
-Monroe County Public Health Department, MI

Dr. Head serves as the Health Officer & Director for the Monroe County (MI) Health Department where she directs traditional & generates innovative public health for a multi-divisional agency (administration, community health, environmental health, personal health & public health preparedness). Prior to that position she worked in the neighboring County of Washtenaw (Ann Arbor, MI) where she developed and managed environmental health and public health preparedness programs. With a PhD in Toxicology, she holds current American Board of Toxicology Diplomate certification and has more than twenty years experience in local public health. She has extensive expertise and experience in environmental and environmental health areas and has worked on climate change issues for regional & national projects related to sustainability, drinking water, environmental justice and public environmental health. Dr. Head served the maximum two terms on US EPA?s National Drinking Water Advisory Council/NDWAC and in 2005, co-chaired the NDWAC Water Security Working Group. Her water security leadership led to being named one of the Journal of Public Works? fifty national 2005 Trendsetters. Past appointments have been with the American Water Works Association?s (AWWA) Board of Directors & its Executive Committee and as chair of its Public Information Advisory Forum/PIAF. She now serves on AWWA/CDC Drinking Water Advisory Project. She is a selected member of Underwriters Laboratories? Environmental & Public Health Council, the AFSCME NIEHS Hazardous Waste Training Grant Advisory Committee and the National Environmental Education Foundation?s National Steering Committee for Wellness & the Environment. Service with the National City & County Health Officers Association/NACCHO includes past membership on the Environmental Health and Prevention Advisory Committee, its Public Health/PH Preparedness Essential Services Committee with the chairship of the Committee?s associated Metrics Workgroup and current membership on the Public Health Infrastructure and Systems Essential Services Committee and on the Local Health Department Congressional Action Network. She also represents NACCHO as a member of several national preparedness workgroups including CDC?s PH Evaluation Workgroup that focuses on public health preparedness metrics. Dr. Head?s final year as Chair of the American Public Health Association?s Environment Section ended November of 2009 and for the next two years, she serves as the Section?s Immediate-Past Chair. She is a recent appointee to CDC?s National Conversation on Public Health and Chemical Exposures Scientific Understanding Work Group and its Database Subgroup. With the Michigan Department of Environmental Quality, she serves on the Green Chemistry Roundtable and recently joined the newly formed Climate Change and Public Health Advisory Steering Committee. Dr. Head also participates in local and regional groups and is currently a member of the Detroiters Working for Environmental Justice Board, the University of Michigan?s Center for Sustainable Systems External Advisory Board and the Southeast Michigan Sustainable Business Forum, of which she is a founding member.
