Administrator Jefferson and Madison County Health Departments, FL
When Kim Barnhill became the Health Officer in these two rural counties in North Florida eight years ago, the County Health Departments were nothing more than doctor's offices for the uninsured. They are now recognized for the initiatives and innovations implemented at the state and national level. They have clearly demonstrated their value to the communities and that is evident daily at multiple levels.
