The CBX 07 is a full-scale exercise (FSE) designed to establish a learning environment for players to exercise emergency response plans, policies, and procedures as they pertain to bioterrorism. To conduct an effective exercise, subject matter experts (SMEs) and local representatives from numerous agencies have taken part in the planning process and will take part in exercise conduct and evaluation. The purpose of this exercise is to evaluate player actions against current response plans and capabilities for a terrorist incident response.

This exercise represents a test of the responsiveness of a local health department and can be used as a training exercise for staff for emergency situations. It is comprehensive and detailed and would serve as an excellent model for other, similar exercises.
