12.  This Liaison Toolkit provides the information necessary to dispense medication during an emergency situation.  The organization of the toolkit makes it understandable and simple and could easily be used as an educational tool template for other local heath departments.  It provides a plan, training, suggestions for execution, and fact sheets that would serve as useful models in creating a response plan.
