The Clay County Health Department Emergency Operations Plan (EOP) is a 56-page PDF document. While the plan does not meet all of the requirements of the current PPHR criteria, it may serve as a simple example of some of the key components of an EOP.
An Emergency Operations Plan serves as a guide for coordinating the local health response to various hazards. The CCHD (Clay County Health Department) is identified in the Clay County CEMP (Comprehensive Emergency Management Plan) as the lead agency for Emergency Support Function 8 – Health and Medical. The EOP is both a planning and an operations-based document that provides guidance for all aspects of health related emergency management activities and functions. Priorities of the department are to assure that delivery of essential public health services are restored or maintained and that assistance is provided to meet emergency needs of the affected population. The EOP interfaces with the CEMP which establishes official emergency management policy for all county agencies and municipalities in response to, and recovery from, and mitigation of emergencies and disasters within Clay County.
