Epi Info is a "flexible, scalable, and free" software package that makes it possible for public health  practitioners (including those in low resource settings or with limited network connectivity) to collect data, conduct statistical analysis, and geographic information system (GIS) mapping.  Epi Info can also be used to collaborate with other community, local, and state partners to jointly collect and share data.
