A local health department's all hazards emergency response plan needs to acknowledge that incidents may occur that will exceed the locality's ability to respond. It is important to identify indicators that an event could exceed the ordinary capacity, and possibly surge capacity, of the LHD so that higher order support can be promptly sought.
These documents from the Pima County Health Department identify surge indicators for its locality. They include concrete, quantitative indicators for when local surge capacity could be overwhelmed.
