This 32 page PDF document is an excellent example of a Continuity of Operations Plan (COOP). It was selected as a best practice of a continuity of operations plan as required in Goal 1 of the Project Public Health Ready (PPHR) Criteria. The plan was created by the Okeechobee County Health Department.
The document is well organized and thorough in thinking through the phases and necessities for 'operations.'
The plan can be easily adapted and used by other local health departments. It was created by one of the smallest local health districts to become PPHR recognized, but it is appropriate for use by any size health department.
Local public health preparedness experts have noted the usefulness of the checklists presented in section 7.
