Berkeley Media Studies Group developed "What Surrounds Us Shapes Us: Making the Case for Environmental Change" as a guide for public health advocates "to create frames that can help people see that environments affect health." This guide describes how to shift individual mindsets from narrow to broader, trigger environmental frames, and incorporating commonly shared values that yield good results.
While this guide does not specifically mention health in all policies (HiAP), it does provide good guidance on how to frame messages that can be applied when developing messaging around HiAP to foster collaborations with leaders across sectors in a jurisdiction.

Rightly points out that the dominant frame in people's minds is that health is individual. The document provides some practical guidance, but this is only a preface to a much bigger and more complicated challenge on messaging.
