Surge Capacity for Health and Medical Services

Description:

This 66-page comprehensive Surge Capacity for Health and Medical Services Document was created in 2005 as evidence for Goal 1, Measure 1 of Project Public Health Ready (PPHR) by the Southeastern District Health Department and was identified by NACCHO as a best practice.

The plan includes:

  • List of surge capacity resources, including: bed capacity, isolation capacity, health care personnel deployment, decontamination, personal protective equipment, pharmaceutical, laboratory, incident command system, regional partners, And procedures for increasing surge capacity;
  • Template of a Medical Inventory List;
  • Template of a Memorandum of Agreement between a hospital and EMS Agency; 
  • Template of a Disaster Response Trailer Standardized List;
  • And template for Hospital Bed Status Monitoring.

This resource was created based on the 2004 Criteria. Below are the items identified as missing based on the 2006 Criteria:

Review of Annex

This Annex is an excellent planning tool and guide for surge capacity  planning at the local level. The organization and information will enable responders to gain important information. This annex is a part of a LHD total response plan and in some cases is insufficient to inform a response plan in areas that have there seperate annexs i.e., volunteer credentialing/management, and credientaling. In short the evelution of the program in methods and technology have passed beyond this annex.

Despite its lack of volunteer credentialing information, this contains a great deal of information and templates that other local health departments could use.  Very impressive for a tool that was submitted so long ago.  It should be retained as a resource for others.
