This is an elemental matrix with a clear description, and it might be used as a basic organizational tool for individual or partner planning or just-in-time training. However, ESFs and partners, and their interactions, differ from state to state (and even within states). It would need to be revised to be location specific, but this tool might be marginally useful as a template for some.
