NACCHO H1N1 Policy Workshop Report

woman on computer On May 4 and 5, NACCHO members participated in a policy workshop hosted by NACCHO in Minneapolis, MN, to identify key policies that helped or hindered local H1N1 2009–2010 response.

Discussions were centered on main themes and topics from NACCHO's own environmental scan (including reviewing literature, minutes from conference calls with LHD representatives during the course of the response, and "Stories from the Field") and Sentinel Network surveys. This report, produced with the assistance of the Minnesota Center for Health Care Ethics, summarizes the findings from the workshop.

CDC Releases Guidance for the No Cost Extension of PHER Grant Funds
The CDC recently released additional guidance and information related to the no cost extension of the Public Health Emergency Response (PHER) grant funds distributed during the H1N1 influenza pandemic. This fact sheet will assist grant awardees in determining which H1N1 ongoing activities are allowable expenses and which are not until the program funding ends in July 2011. If you have specific questions concerning the fact sheet, contact your state health department. Other questions or issues concerning the PHER funds can be addressed to Jack Herrmann at jherrmann@naccho.org.

NIH Study Models H1N1 Flu Spread (Sept. 21)
In order to determine the impact and severity of the H1N1 virus in upcoming flu seasons, scientists at the National Institutes of Health (NIH) have created a model of the potential spread of the virus—taking into consideration levels of potential immunity and interaction with other strains.

MMWR Reveals Positive Opinions on Short-Term School Closures (Sept. 10)
This Morbidity and Mortality Weekly Report summarizes the findings of telephone poll to determine parents'' attitudes about school dismissals during the 2009 H1N1 pandemic. Polling in several states found that 90 percent of parents agreed with the dismissal decision; 85 percent believed dismissal effectively reduced influenza transmission.

Extension of PHER Grant to July 30, 2011
On Friday, Aug. 27, 2010, the Centers for Disease Control and Prevention (CDC) notified grantees of the Public Health Emergency Response (PHER) funds that it was granting an additional no-cost extension for unspent PHER funds until July 30, 2011. There will be no additional PHER funding forthcoming and the program will terminate July 30, 2011. Please contact your state health department for further information about the impact of this action in your state.

HHS Announces New Report on Medical Countermeasures during a Pandemic
On Aug. 19, Department of Health and Human Services Secretary Kathleen Sebelius announced the release of a new report outlining strategies for improving the nation''s capability to produce medical coutermeasures during a public health emergency or pandemic.

NACCHO has provided instructions to help you through the process. AAR resources are provided that are compliant with the Homeland Security Exercise and Evaluation Program. These include exercise and evaluation guides, templates for debrief/hotwash meetings, and AAR templates.
