In 2002, the Association of State and Territorial Health Officials (ASTHO) and NACCHO released a publication entitled Health Departments Take Action: A Compendium of State and Local Models Addressing Racial and Ethnic Disparities in Health. This compendium highlights innovative state and local public health agency programs that seek to eliminate racial and ethnic disparities in health status and promotes information sharing across states.

In March 2003, a follow-up publication — Health Departments Take Action: Case Studies of State and Local Models Addressing Racial and Ethnic Disparities in Health — was released. In this follow-up publication, staff from both associations conducted focus groups with program leaders and community stakeholders from seven of the program featured in the first compendium. State and local public health agencies featured were chosen based the programs innovation, ability to be replicated, capacity to address disparities in health, collaboration and community involvement, and evaluation and outcomes.
