Program and Funding Guidelines for Comprehensive Local Tobacco Control Programs The Program and Funding Guidelines for Comprehensive Local Tobacco Control Programs (Guidelines) are adapted from the Centers for Disease Control and Prevention’s Office on Smoking and Health’s Best Practices for Comprehensive Tobacco Control Programs (1999), which focus on state-level programs. Note: CDC’s Best Practices for Comprehensive Tobacco Control Programs was updated in October 2007. Please copy, distribute, and apply the language provided in the Guidelines to support tobacco use prevention and control. The Guidelines were mailed on April 24, 2000, to all local health departments. The Guidelines document is available in PDF format.
