Making Sense of the National Incident Management System (NIMS): A Workshop for Public Health Agencies

Compliance with the National Incident Management System (NIMS) is a critical piece of your community’s preparedness programs, but has anyone really explained how public health activities fit into the NIMS framework? You may have heard that your preparedness work should be “NIMS compliant” but what does that mean for you, working daily on the frontline of public health?  Join NACCHO in answering these questions and several others during a half-day workshop on the implications of NIMS for public health agencies.  Through expert presentations and interactive activities, participants will learn the basics of NIMS and related Department of Homeland Security (DHS) and Department of Health and Human Services (DHHS) initiatives.  The workshop will focus on practical, “take-home” information for local and state public health personnel seeking to learn more about NIMS and NIMS compliance in the future.  The workshop is geared to individuals working in local and state public health agencies looking for general awareness training on NIMS.

By the end of the workshop, participants should be able to:

  • Understand the basics of NIMS and NIMS compliance in FY 2005 and FY 2006.
  • Describe NIMS and how it relates to other national preparedness programs, including the National Preparedness Goal, the National Response Plan, and the National Infrastructure Protection Plan.
  • Apply material from the workshop to preparedness activities at the local level, including how to effectively assess NIMS compliance “back at home.”

An Introduction to Using the Incident Command System (ICS) to Manage Public Health Emergencies

Many agencies at the local, state, and federal levels use the Incident Command System (ICS), which has been revised and improved as the Incident Management System (IMS), to coordinate efforts during an emergency response.  ICS/IMS can be used for any type or size of emergency and allows agencies to communicate with each other and to coordinate resources.  Although some public health agencies have adopted ICS/IMS, it is not yet as routinely used in public health practice as it is by fire services, law enforcement, and emergency management.  Upon completing this training and exercise program, public health participants will be able to:
  • Apply ICS/IMS concepts by successfully participating in an interactive exercise
  • Demonstrate the ability to use the ICS/IMS when needed
  • Increase their abilities to successfully respond to terrorist attacks or other emergencies by coordinating and maximizing resources and expertise from multiple disciplines using ICS/IMS.

Who Should Attend These Workshops

The target audience is local and state public health officials and their staff.  Hospital staff and health care providers may also find the ICS/IMS training useful.
