Public Health Meeting Catastrophic Demand with Timely Interventions

For local health departments (LHDs), a critical aspect of responding to a public health emergency is knowing what to do with the Strategic National Stockpile (SNS). Funded by the Centers for Disease Control and Prevention, NACCHO's SNS project collects, develops, and disseminates resources that will help LHDs in their SNS planning and implementation efforts.

NACCHO has partnered with the Center for Excellence in Healthcare Emergency Management to provide a free, thirty-minute web program, "Public Vaccination Clinics: Driving up Participation with Incentives."  This program is now showing on LEAPS.TV. On-demand reruns are available 24/7 for the next four weeks. Click here to view the program, take a quiz, ask questions, and/or receive a certificate for .5 CEUs.

This program is designed to help local health departments think about how to use other services available at the health department or in the community as incentives to increase vaccination clinic participation and reduce stress during wait times.

LEAPS.TV is a Law Enforcement and Public Safety online learning site.  Through partnerships with agencies such as NACCHO, LEAPS is bringing new emergency management, fire, and public health programming alongside law enforcement education related to recent and relevant public safety threats.  These partnerships aim to bring new ideas and profession specific expertise to a wider public safety audience. Executive Order 13527, Government to Use the United States Postal Service to Deploy the SNS Medical Countermeasures to Cities

It is an exciting time in the world of preparedness planning, especially in the world of medical countermeasures. After the first ever deployment of the SNS for the H1N1 response, there have been many other developments around emergency countermeasures. There is the improved BARDA medical countermeasure development enterprise, the closure of the Amerithrax investigation, the National Health Security Strategy, the failing grade reports given to U.S. biopreparedness, and the recent executive order by the President.

This executive order, aimed directly at the SNS, is broken up into three main directives. These directives instruct HHS to do the following:

  • Use the USPS for distribution of the SNS;
  • Create deployable federal teams to bolster state and local responses; and
  • Dispense medications to federal employees in-house.

The 2010 Public Health Preparedness Summit offered many Strategic National Stockpile related workshops and sessions that are of use to local health planners on such topics as: drive-thru point-of-dispensing modeling, volunteer recruitment, ethical considerations, countermeasure development, and many more.

The SNS project has developed four practical references highlighting alternative methods of dispensing that are useful for local health departments that would like to utilize a similar model in their response plans.
