Funding Opportunity Announcement HRSA-11-021: Health Center Planning Grants
The Health Resources and Services Administration (HRSA), Bureau of Primary Health Care (BPHC) is pleased to announce the release of Funding Opportunity Announcement HRSA-11-021: Health Center Planning Grants.  Health Center Planning Grants (HCPGs) are considered to be a useful aid in the development of viable proposals to establish new health centers (i.e. Community Health Center (CHC), Migrant Health Center (MHC), Health Care for the Homeless (HCH), and Public Housing Primary Care (PHPC) Programs that will meet federal requirements for need, services, management, and governance under the Health Center Program). A summary of the key health center program requirements is available at http://bphc.hrsa.gov/about/requirements.htm.

   HRSA is offering HCPGs to expand the current safety net on a national basis by targeting planning and developmental efforts in areas not currently served by a funded health center and/or in areas of unmet need.  Organizations eligible to compete include public or nonprofit entities, including tribal, faith-based and community-based organizations.

Please visit the Grants.gov website at www.grants.gov to access the HRSA-11-021: Health Center Planning Grants application guidance detailing the eligibility requirements, review criteria, and awarding factors for organizations seeking a HCPG in FY 2011.  Additional technical assistance information is provided at http://www.hrsa.gov/grants/apply/assistance/planning. The application for completing the Health Center Planning Grant application process is divided into two phases.  

Phase 1: Applicants will enter Grants.gov and complete the Standard form SF 424, Project Summary/Abstract and the HHS Checklist.  These documents must be completed and successfully submitted via Grants.gov by 8:00 PM ET on or before March 18, 2011.  

Phase 2: After completing the Grants.gov portion of the application process, applicants will enter HRSA’s EHBs and complete all other components of the application which must be submitted by 5:00 PM ET on or before April 8, 2011. 

No paper applications will be accepted without prior written approval from HRSA’s Division of Grants Policy.

HHS Announces Initiatives in Support of the “Year of Community Living”
In support of President Obama’s proclamation of the “Year of Community Living,” HHS Secretary Kathleen Sebelius today announced a funding opportunity that will make it easier for older people, younger adults, and their families to learn about and access health and long-term care options through Aging and Disability Resource Center Programs (ADRCs). ADRCs provide “one-stop shop” sources of information, one-on-one counseling, and streamlined access to programs and services that can enable people to remain in their own homes and communities. Economic Evaluation in HIV and Mental Disorders Prevention

The purpose of this program announcement is to encourage investigator-initiated research on cost-benefit, cost-effectiveness, and cost-utility analyses of both primary and secondary preventive interventions that are universal (targeted to the general public), selective (targeted to a subgroup whose risk is higher than average), or indicative (targeted to those who already have signs or symptoms [e.g., STDs]).

The National Library of Medicine Announces New Funding Opportunity

The National Library of Medicine (NLM) announces a new funding opportunity for small pilot projects to improve access to disaster medicine and public health information for health care professionals, first responders and others that play a role in health-related disaster preparedness, response, and recovery. NLM is soliciting proposals from partnerships that include at least one library and at least one non-library organization that has disaster-related responsibilities.  Contract awards will be offered for a minimum of $15,000 to a maximum of $30,000 each for a one-year project.

The deadline for proposals is Wednesday, August 31, 2011. Proposals are limited to six pages plus supplemental materials such as resumes, letters of support, and a budget. NBCH Announces New Grant Opportunity for Community Health Partnerships
In response to the increasing incidence in debilitating and expensive chronic preventable disease and the economic challenges confronting states and local communities, the United Health Foundation and the National Business Coalition on Health (NBCH) have launched the first round of community planning grants to address local population health challenges. Utilizing the financial resources and oversight of United Health Foundation and the expertise of the National Business Coalition on Health’s Community Coalitions Health Institute, this initiative is designed to support local communities to assess their key health challenges and implement locally appropriate interventions. In the midst of an already serious national obesity epidemic, children and adolescents with disabilities are 38 percent more likely to be obese than their non-disabled peers.1 Children and adolescents with disabilities face unique challenges to maintaining a healthy weight, including physical limitations and fitness and recreation programs that are inaccessible or not inclusive of children and adolescents with disabilities. The local health department (LHD) selected for this grant will investigate and assess the prevalence of obesity in children with disabilities in their community and develop and implement an action plan to reduce the rate of childhood obesity specifically for children with disabilities. The selected LHD will also be asked to summarize lessons learned, tools used, and tips and strategies for success for distribution to other LHDs. Local health departments (LHDs) can enhance existing programs for health promotion by expanding to include people with disabilities. The LHD selected for this grant will partner with local stakeholders to provide an evidence-based training curriculum to people with disabilities in the community. The selected LHD will be asked to monitor short-term outcomes for attendees, as well as to provide a comprehensive review with lessons learned and tools for distribution to other LHDs. Radiological Emergency Response Volunteer Corps Development Funding Available from CRCPD
 Through contract funding from CDC, CRCPD is providing states with an opportunity to "jump-start" their radiation volunteer programs.  CRCPD will soon subcontract with up to 10 states to distribute funds to radiation control programs for promoting and recruitment of local volunteer radiation professionals into existing volunteer programs.
