Meaningful Use Stage 2 NPRM


 

On Feb. 23, the Office of the National Coordinator for Health Information Technology (ONC) and Centers for Medicare & Medicaid Services (CMS) released the notice of proposed rule making  for the ONC meaningful use Stage 2 rule.  Please read the information below to know what it means for public health. 

Comments are due to CMS within 60 days from March 7, 2012 (the official release date of the notice of proposed rule making). Please help NACCHO submit comments to CMS on the Stage 2 NPRM, use the meaningful use feedback form to submit your comments.

Key Points Relevant to LHDs:

  • Stage 2 begins 2014
  • One eligible professional (EP) = immunizations
  • EPs have to pick 3 of 5 menu measures
  • Two new public health Stage 2 EP menu measures:
    • Successful ongoing transmission of cancer case information
    • Successful ongoing transmission of data to a specialized registry

Core EP:

  • One public health EP measure that moved from the Stage 1 menu to the Stage 2 core:
    • Successful on-going submission of immunization data
      • Changed from testing to on-going submission

Menu EP:

  • Successful ongoing transmission of syndromic surveillance data
    • New
    • Changed from testing to on-going submission
  • Successful ongoing transmission of cancer case information

Eligible Hospital (EH) measures:

    • Successful ongoing submission of reportable laboratory results 
  • No public health EH measures in the menu
  • The on-going submission requires the provider and the public health agencies to identify an electronic process for data to move from EHRs to public health
