Highlights: The Board heard two presentations at this meeting. The first, from Dr. Lynn Austin, Deputy Director of OPHPR, presented an outline of an ongoing project that aims to provide an estimate of the cost of preparedness. While the project is far from finished, Dr. Austin presented an early, rough estimate of approximately $11.9 billion to fully accomplish the public health emergency preparedness (PHEP) preparedness capabilities. The Board had many questions and brought up a number of issues, such as costs to maintain capabilities. The Board also pointed out that the project should be renamed given that the project is looking only at the cost of activities under the purview of the CDC. The second presentation to the Board was from the Division of State and Local Readiness (DSLR) providing a very early update on progress toward measuring operational readiness for medical countermeasures distribution and dispensing. Mr. Tom Bowman reported that DSLR has, with partners, conducted a SWOT analysis of the technical assistance review and convened several groups of partners to begin the process of defining “operational readiness” and looking at other models of measurement. The effort is in very early stages.
