Background
The National Association of County and City Health Officials (NACCHO) represents nearly 3,000 local health departments (LHDs) across the United States. NACCHO’s vision is health, equity, and security for all people in their communities through public health policies and services. NACCHO’s mission is to be a leader, partner, catalyst, and voice for local health departments in order to ensure the conditions that promote health equity, combat disease, and improve the quality and length of all lives.
NACCHO works to provide support technical assistance to all local health departments in the areas of HIV prevention, sexually transmitted diseases, and strategic direction. NACCHO is collaborating with Cicatelli Associates, Inc. (CAI) to develop a Ryan White HIV/AIDS Program (RWHAP) Rapid Antiretroviral Therapy (Rapid ART) Policy and Decision Makers Jurisdictional playbook.
Rapid ART is an intervention to initiate expedited (i.e., at a minimum within seven days of diagnosis) antiretroviral therapy (ART) for individuals receiving a positive HIV diagnosis and for those previously positive individuals re-engaging in care. Rapid initiation of ART is important to ending the HIV epidemic because initiation results in an individual attaining an undetectable viral load and their health outcomes are improved. The goal of the RWHAP Rapid ART Policy and Decision Makers Playbook is to guide local health departments and other jurisdictions in the policies and processes they need to have in place to support the establishment of Rapid ART. The playbook will include resources and tools, such as guidance documents, sample standards of practice, model language, checklists, and details on best practices and lessons learned.
Description and Availability of Funds
NACCHO will award up to $15,000 to hire a consultant to create materials to support the development of the Rapid ART Policy and Decisions Makers Playbook and supporting tools. NACCHO will provide a framework/draft outline of the Playbook, including desired content. The consultant will work with NACCHO to determine and develop the most effective media with which to present the content. The consultant should be an expert in content creation, design, layout, and publication.
The consultant(s) may collaborate with other consultants or firms to complete the work. However, NACCHO will only contract with, and provide funds to the selected consultant(s).
