In November 2016, the UPMC Center for Health Security released a new communication casebook, entitled How to Steward Medical Countermeasures and Public Trust in an Emergency: A Communication Casebook for FDA and Its Public Health Partners . The purpose of this resource is to assist the Food and Drug Administration (FDA) and other public health officials in ensuring the uptake and compliance of medical countermeasure (MCM) interventions during an emergency. The casebook also provides reasoning on how the follow-on benefit of effective communication pertaining to MCM will be increase public trust in public health, government, and science.
This tool was compiled through extensive research and collaboration with federal MCM stakeholders and subject matter experts in crisis and risk communications. It is composed of five chapters that focus on different types of biological and radiological emergencies including Ebola, the Fukushima power plant disaster, H1N1 influenza, and anthrax letters. Each section provides specific examples and recommendations for improving future communications during those scenarios.
