I enjoy the ability to meet other dedicated public health professionals and learn from what they are doing in their jurisdictions. We are energized as we recognized the passion and commitment of all the members and what they are achieving and working on attaining for their communities.
About Carlos A. Mercado
Carlos Mercado has been employed with the Florida Department of Health in Hillsborough County since September 2001 after honorably serving in the U.S. Marine Corps for 20 years. His beginnings with the Department started as an Office Manager at one of our Maternal and Child Health (MCH) Clinics. New to Public Health, Carlos was mentored and coached by the RN Supervisor and the Medical Unit Specialist (acting as clerical staff supervisor) in the ins and outs of clinical operations. He led the design, deployment and data analysis of a survey for prenatal patients to better understand while they were not seeking care the earliest in their pregnancy.
As Health Center Administrator for two separate MCH clinics, Carlos sponsored a Quality Improvement Project implementing Same Day Access for Family Planning Services at one center, later adopted by the remaining 5 clinics in our system. When the clinics closed in November 2011, he was assigned as STD Program Manager where he received training as Green Belt Six Sigma and facilitated several quality improvement projects for the STI Program and also for other divisions. As Director of Div Disease Control, Carlos now acts as quality improvement project sponsor to promote a Culture of Continuous Quality.
After joining the Department Carlos completed my Bachelors of Science Degree in Computer Information Systems and a Master of Business Administration in Knowledge and Learning Management while employed full time.
