Updates on House FY2024 Labor-Health and Human Services Bill

Last week, the House released their report for the Fiscal Year (FY) 2024 Labor-Health and Human Services bill. The bill would appropriate $147.1 billion in total discretionary funding for the Department of Labor, the Department of Health and Human Services, the Department of Education, and other related agencies. This top-line number is down 29 percent from FY2023 levels, or $60.27 billion, and would cut 61 programs as well as reject several new programs included in President Biden’s budget request.

The House Rules Committee passed the bill on November 13th on an 8-4 party line vote but the future of this bill is uncertain. There remain disagreements about big spending cuts and the controversial policy riders added to the L-HHS spending bill. Many of the budget line items are significantly lower than those in the Senate’s proposal and lower than the budget caps required by the Fiscal Responsibility Act. Due to these differences, the House adjourned without voting on the bill and will be in recess until Tuesday, November 28.

The proposed 12% cut to the House Labor-HHS bill eliminates Health and Human Services funding for programs including the Agency for Healthcare Research and Quality, Title X family planning, the Centers for Disease Control and Prevention’s Center for Forecasting and Outbreak Analytics, and the Ending the HIV Epidemic Initiative. Below are more details on agency and program numbers in comparison to FY2023 and the Senate’s FY2024 version of the bill.

The release of this report comes as Congress has passed another Continuing Resolution to avert a government shutdown on November 17. This Continuing Resolution creates two shutdown dates in 2024, with the Ag-FDA being included in the January 19 tranche and Labor-H funding expiring on February 2. This iteration of the stopgap spending bill also extends provisions of the Pandemic and All-Hazards Preparedness Act which expired on September 30 until January 19. Additional action will need to be taken to extend those provisions.
