The City of Long Beach Department of Health and Human Services developed this People with Access and Functional Needs (PAFN) Plan. The plan is intended to support PAFN in the city by providing awareness, guidance, and response to a public health emergency or infectious disease outbreak. The PAFN plan is intended to serve as an annex to the All Hazards Plan and other comprehensive public health emergency preparedness and response plans. This PAFN annex can serve as a model for local health departments working to increase inclusion of people with disabilities in emergency planning.
