The purpose of this plan is to establish a framework for Clark County, the State of Nevada and federal government resources to come together to help citizens, visitors and businesses impacted by the October 1 mass shooting event to reach a state of full recovery and to use lessons learned from this event to strengthen agencies, businesses and the community as a whole to better prevent, interdict and respond to similar catastrophic incidents. This plan is intended to be broad, general and flexible in scope to meet the evolving needs of the community.
