These tools were developed by the Medina County Health Department as part of the Resources for Administrative Preparedness Implementation and Development (RAPID) project with NACCHO to assist health departments estimate the cost of scenario-based responses and support the establishment and utilization of an emergency reserve fund at the local level. The Cost Estimation Tool is an Excel-based tool that walks users through estimating costs associated with responses including personnel, travel, equipment, supplies, facilities, and contract services; it can also be used to track expenditures during a response. The Reserve Fund and Resource Management document accompanies the Cost Estimate tool to provide template language to support the establishment, authorization, and implementation of a reserve fund.
