This toolkit was created by the Homeland Security and Emergency Management Division of the Minnesota Department of Public Safety in collaboration with local disability organizations. This resource provides guidance on how to use a functional needs framework (C-MIST) to identify individuals that may need assistance in an all-hazards emergency. The tool provides a general overview of issues related to community engagement, building an accessible plan, evacuation, transportation, sheltering, and communication. More in-depth information is provided about key concepts (e.g. communication versus engagement with community-based organizations) and the pros and cons of using registries. Accessible: The website is generally accessible using a screen reader and allows users the option of selecting a more accessible mode. The toolkit PDF is not fully accessible using a screen reader or Read Out Loud. Some text may not be readable.
