This resource was developed by the Department of Health and Human Services (HHS). It was designed to put forth a set of uniform data collection standards for surveys conducted or sponsored by HHS, as required by the Affordable Care Act (ACA). Local health departments can use the standards and implementation guidance in this tool to collect data about people with disabilities in their jurisdictions.
