This communication tool was developed by the Massachusetts Department of Health and Human Services and is designed to facilitate communication with people who have cognitive disabilities, are deaf or hard of hearing, have limited English proficiency, and anyone that may have difficulty communicating during an emergency. The tool is designed to be used by emergency shelter staff and volunteers. The tool allows people in emergency shelters to point pictures in order to communicate their basic needs. Accessibility: This tool is generally screen reader accessible.
