The Agency for Toxic Substance and Disease Registry has developed the Social Vulnerability Index (SVI) to assist local health departments and emergency planners in identifying and mapping communities (at the census tract level) that will likely need support before, during, or after a hazardous event. Social Vulnerability is defined as a composite of four general factors: socioeconomic status, household composition, race/ethnicity/language, and housing/transportation. The SVI website contains links to an overview of the SVI, data that can be uploaded into a GIS mapping application, presentations and reports related to SVI, and mapping software and printable maps to show the status of social vulnerability in a given area.
