Adolescent HIV/STI and Unintended Pregnancy Prevention

Purpose of Demonstration Sites

NACCHO''s Adolescent HIV/STI and Unintended Pregnancy Prevention Project provides local health departments (LHDs) and their school and community partners with capacity-building assistance and financial support for HIV/STI and unintended pregnancy prevention through its LHD Demonstration Sites Program. Both the project and program are funded by the Division of Adolescent and School Health (DASH) at the Centers for Disease Control and Prevention.

The overarching goal of the Demonstration Sites Program is to build the capacity of all LHDs to prevent adolescent HIV, STIs (sexually transmitted infections), and/or unintended pregnancy in their communities. This is accomplished through the support of LHD demonstration sites that plan and implement innovative adolescent HIV, STI, and unintended pregnancy activities, disseminate lessons learned, and develop tools and resources.

From 2004–2011, NACCHO’s Adolescent HIV/STI and Unintended Pregnancy Prevention LHD Demonstration Sites Program has funded 12 LHD demonstration sites.

Overview of Demonstration Sites’ Projects

2004–2005

The City of Stamford (CT) Department of Health and Human Services and the City of Portland (ME) Public Health Division each received $20,000 in funding to:

  • Expand their HIV prevention efforts in schools, focusing on high-risk youth in grades 7–12.

2005–2006

The Collier County (FL) Health Department and Washoe County (NV) District Health Department were funded at $12,000 each to:

  • Plan and implement an innovative means by which to reach adolescents at highest risk of HIV and STIs; and
  • Collect preliminary performance and evaluation data on the intervention.

2006–2007

The Austin/Travis County (TX) Health and Human Services Department and Pinellas County (FL) Health Department were funded at $16,000 each to:

  • Pilot an intervention to improve adolescent health. The intervention was focused on HIV, STI, and/or teen pregnancy prevention; and
  • Develop a strategic plan with the community, in collaboration with other groups, to enhance adolescent HIV, STI, and teen pregnancy prevention efforts.

2007–2008

The New York City (NY) Department of Health and Mental Hygiene and the Riverside County (CA) Health Department received $15,000 each in funding to:

  • Support the development or enhancement of a collaborative HIV/STI and/or unintended pregnancy prevention strategic partnership addressing adolescents disproportionately affected by HIV, STIs, and/or unintended pregnancy.

2008–2011

For the first time, NACCHO funded three individual LHD demonstration sites for more than one year. The purpose of this was to understand whether multiyear funding and site-specific capacity building support would benefit sites more than the original one-year model.

The Palm Beach County (FL) Health Department, the City of Houston (TX) Department of Health and Human Services, and the Philadelphia (PA) Department of Public Health were funded at $8,500 each in the first year (2008–2009) to:

  • Develop or enhance a collaborative HIV, STI, and/or unintended pregnancy prevention partnership with the local education agency funded for HIV prevention by DASH and other appropriate local and national partners; and
  • Create a collaborative action plan for the partnership.

In the second year (2009–2010), the same three LHDs were funded at $8,500 each to:

  • Implement and begin evaluating their collaborative action plans to prevent HIV, STI, and/or unintended pregnancy in adolescents in their jurisdictions.
  • Continue developing or enhancing a collaborative HIV, STI, and/or unintended pregnancy prevention partnership with their DASH funded local education agency (LEA) partner.

In the third year (2010–2011), the same three LHDs were funded at $6,500 each to:

  • Implement and develop an evaluation plan, including an evaluation question, a description of the data source(s), and the identification of data collection method(s), for at least one objective in their updated collaborative action plan.
  • Continue developing or enhancing a collaborative HIV, STI, and/or unintended pregnancy prevention partnership with their DASH funded LEA partner.
