As Chief Technology Officer (CTO) of the National Association of County and City Health Officials (NACCHO), Dennis leads the organization’s technology strategy, cybersecurity initiatives, and digital transformation efforts. In this role, he is responsible for advancing secure, scalable, and innovative technology solutions that support NACCHO’s mission to improve public health outcomes nationwide.
Dennis brings more than 30 years of experience in information technology, including 19 years in the nonprofit public health sector. During his tenure at NACCHO, he has specialized in public health cybersecurity, cloud technologies, artificial intelligence, and infrastructure management. He has played a key role in modernizing systems and implementing cloud-based platforms that enhance operational efficiency, strengthen data protection, and ensure compliance with evolving regulatory standards.
Throughout his career, Dennis has demonstrated expertise in developing and executing strategic technology initiatives, leading high-performing teams, and fostering collaboration across organizational stakeholders. HE is recognized for building resilient, secure technology environments that safeguard sensitive public health data while enabling innovation and growth.
Dennis holds a Bachelor of Science in Computer Information Technology, as well as a Master of Science and a Master of Business Administration from the University of Maryland Global Campus. He has served as Chair of the DC Chapter of the National Information Security Group (NAISG) and is a member of the American Society of Association Executives (ASAE), NiUG International, the New York Enterprise Windows User Group (NYeWin), and The IT Security Suite Network (TITSSN).
