Lee Lynn

Chief Human Resources Officer

Lee Lynn is the Chief Human Resources Officer at the National Association of County and City Health Officials (NACCHO), where she leads the organization’s human resources strategy and oversees key functions including policy development, compliance, recruitment and retention, training and development, employee & labor relations, and performance management. Lee holds an MBA, is a certified Senior Professional Human Resources (SPHR), and SHRM Senior Certified Professional, SHRM-SCP.

With more than 35 years of human resources experience, Lee has worked across a wide range of sectors, including nonprofits, hospitals, electronic medical record systems, labor unions, law firms, and education. She also brings volunteer experience in the non-emergency medical transportation industry, reflecting a broad commitment to service, operational excellence, and people-centered leadership.

Lori Tremmel Freeman has been the Chief Executive Officer for the National Association of County and City Health Officials (NACCHO) since May 2018, having returned to the organization after previously serving as its Associate Executive Director from 2010-2014.

Christopher Paquet

Chief Operating Officer

Christopher Paquet joined the National Association of County and City Health Officials (NACCHO) in 2023 as Chief Operating Officer. In this role, his priorities are focused on advancing our journey to make NACCHO a better workplace for staff by focusing on continuous quality improvement; looking deeply at our policies, practices, and processes; and offering solutions.

Adriane Casalotti

Chief of Government and Public Affairs

Adriane Casalotti is the Chief of Government and Public Affairs for the National Association of County and City Health Officials (NACCHO), whose mission is to improve the health of communities by strengthening and advocating for local health departments. There she leads the Association's efforts on policy development, communications, and federal advocacy.

Jerome Chester

Chief Financial Officer

As chief financial officer (CFO), Jerome is responsible for NACCHO’s financial functions including accounting, audit, contracts, and grants. As a member of the leadership team, he shares the responsibility for the attainment of the organization’s strategic and operational goals. His career spans more than 30 years of varied experience in financial management, Federal Government contracts, business leadership, and organizational strategy.

Dennis Small

Chief Technology Officer (CTO)

As Chief Technology Officer (CTO) of the National Association of County and City Health Officials (NACCHO), Dennis leads the organization’s technology strategy, cybersecurity initiatives, and digital transformation efforts. In this role, he is responsible for advancing secure, scalable, and innovative technology solutions that support NACCHO’s mission to improve public health outcomes nationwide.
