The Environmental Action Plan 2040 (EAP) will serve as the road map for city leaders, staff, and citizens to implement the sustainability visions and principles set forth in Alexandrias Eco-City Charter (adopted by City Council on June 14, 2008). It explains how Alexandria can lead the new green economy, address the challenges of climate change, and continue its high quality of life while decreasing the citys carbon and ecological footprints. The City has achieved a per capita emission reduction of 22 percent for the 2015 emission inventory over the 2005 base year by completing or adopting, as an ongoing initiative, a majority of actions in the EAP 2030 policy plan. This new EAP 2040 plan is focused on climate change mitigation and adaptation. As a policy plan the EAP does not commit or appropriate funds, but provides strategic guidance for the City Council and City Manager as they move through their regular fiscal planning and annual budget processes.
