ENDHIV is an initiative of the City of Milwaukee Health Department, the Wisconsin AIDS/HIV Program, and Diverse and Resilient, Inc. The initiative was designed to: develop immediate and long term plans to address HIV transmission rates among men who have sex with men (MSM), particularly young African American MSM; monitor the outputs and outcomes of these plans;foster partnerships among stakeholders; increase the effectiveness and reach of prevention interventions; and increase involvement of affected populations in public health planning. This report outlines Phase I of the development of ENDHIV, A Framework for Halting HIV among Gay and Bisexual Men in Milwaukee.
