Written by Leah Johnson, MPH, CHES; Health Educator; Genesee County Health Department, Michigan

We’re excited to introduce the HPV Vaccination Improvement Toolkita comprehensive, practical resource designed specifically for county and local health departments aiming to boost HPV vaccination rates and reduce HPV-related cancers. Developed from successful, real-world strategies in Genesee County, Michigan, and informed by national best practices, this toolkit is now available for health departments nationwide to adapt and implement.

What’s Inside?

The toolkit covers every stage of program development and execution, including:

  • Assessment and Planning: Tools for evaluating your team’s capacity, funding, and community priorities.

  • Baseline Data Collection: Guidance on measuring current vaccination rates and local disparities.

  • Stakeholder Engagement: Strategies and templates for engaging providers, schools, community groups, and payors.

  • Provider Education: Editable training materials and communications scripts to support strong vaccine recommendations.

  • System-Level Interventions: Approaches for reminder/recall systems and optimizing clinic workflows.

  • Community Outreach: Ideas for school-based programs, partnerships with dental offices, and tailored public awareness campaigns.

  • Sustainability Planning: Frameworks for continuous quality improvement and maintaining program momentum.

Fully Customizable

Every section within the toolkit is adaptable. Health departments can implement just the components that fit their needs or utilize the entire package as a ready-made program. From data collection tools to community outreach messaging, the materials can be edited to align with your local context and resources

Why Use This Toolkit?
HPV causes tens of thousands of cancer cases every year in the U.S., yet vaccination rates remain below public health targets. This toolkit is your guide to bridge that gap with proven, adaptable solutions. Every county is different, so the toolkit is designed for flexibility – use the parts that fit your team or follow the full program for a comprehensive approach.

Your Launchpad for Local Success

Whether you’re looking to join an existing coalition, start a county-wide initiative, or simply improve ongoing efforts, this toolkit is meant to be a launch pad. We encourage you to modify it, track your results, and share your experiences!
