Webinar: Strengthening State-Local Engagement in the ELC Program

Sep 15, 2025 | Kristen Ross

In 2024, NACCHO conducted a study to assess how local health departments (LHDs) accessed the funds provided by the CDC’s Epidemiology and Laboratory Capacity for Prevention and Control of Emerging Infectious Diseases (ELC) program. As a follow-up, NACCHO conducted a second round of interviews in 2025 to understand how state health departments (SHDs) support and engage with LHDs through their ELC work. This study sought to understand what meaningful engagement looks like within the ELC mechanism, and best practices for engaging and supporting LHDs.

NACCHO developed a one-pager that summarizes key findings and highlights promising examples for how states can meaningfully engage with locals. To view and download the one-pager, click here.

Upcoming Webinar

To learn more, join us on Wednesday, September 24, 2025, at 2pm ET for a webinar where NACCHO staff will go through study findings in more detail and provide an overview of the ELC program with colleagues at the CDC. Maricopa County, AZ will also share their experience as a new directly-funded jurisdiction.
