Adolescent System Capacity (ASC) Tool: A Public Health Improvement Process LHDs must have the organizational capacity to support adolescent health-focused efforts (e.g., staff and programs). The current ASC Tool is the result of pilots in both state and local health departments and includes several iterations of feedback and revision. The ASC Tool provides guidelines for a group of public health professionals, including stakeholders in adolescent health, to assess key capacities and identify areas for organizational improvement. The ASC Tool is not a prescriptive manual for organizational improvement.The intended outcome of this tool is an assessment of a program's existing adolescent health capacity and the organizational and environmental supports needed to improve or build that capacity. Through structured group discussions, LHDs can create a picture of where the agency stands and where it wants to go and helps participants consider which changes are a priority and feasible.
