This toolkit provides resources, guidance, examples, and best practices to help health departments implement policies and practices for equitable community compensation (ECC). This resource suite includes seven downloadable documents: the primary Toolkit and six appendices. The appendices are included within the Toolkit and are also available as individual downloads above for easy access.

The toolkit was developed by Health Resources in Action, in partnership with Core Team and Work Group members. We thank our partners and collaborators for their work and dedication in creating this guide for health departments across the United States to incorporate equitable community compensation in their agencies.

  • Sample Letter to Decision Makers: A template for making the case to develop and implement an ECC policy in your organization. 
  • ECC Decision Making Matrix: A reference table comparing community engagement methods, tasks for community members, suggested compensation amounts and methods, and considerations. 
  • Community Compensation Examples: Details of compensation methods and engagement approaches from members of the PHIG ECC Workgroup.
  • ECC Payment Type Pros and Cons: A table listing pros, cons, and potential documentation required to pay community members with checks, prepaid cards, gift cards, or cash.
  • ECC Organizational Assessment: Reflection questions for your organization to determine how an ECC policy might fit within the agency, who should be involved, and what existing practices can be built upon. 
  • Case Study: Lawrence-Douglas County Health Department: An example of policy implementation steps that led a health department to successful adoption of a formal ECC policy.
