This document is a plan to provide for the surge capacity of public health and medical response for Richmond, Virginia. The plan addresses the following issues: Local staffing needs and and inventory of the support available from local, state, regional, federal and private partners; Volunteer recruitment, credentialing, activation and retention; Laboratory and pharmacy surge capacity and supply surge issues; Emergency medical treatment and transport, and both hospital and community medical surge assets; Alerting systems that support public health and medical surge; and Concept of operations and roles and responsibilities of the local health department. This plan was submitted in 2010 as evidence for Goal 1 of a Project Public Health Ready application and can be used by current and future applicants as an example.
