Purpose: The goal of both tool and memoranda for the Legal and Ethical Preparedness Relative to Mental and Behavioral Health is to allow participants to assess legal and ethical issues and solutions concerning prevention, detection and treatment of persons with mental and behavioral disabilities before, during and after emergencies. In doing so, this toolkit and memoranda intend to promote legal and ethical preparedness relative to mental and behavioral health and should be useful during all phases of preparedness and response. Tool Description: The Toolkit for Legal and Ethical Preparedness Relative to Mental and Behavioral Health provides information about common legal and ethical issues that arise relative to mental and behavioral health during emergencies. This toolkit is complemented by the Memoranda Regarding Legal and Ethical Issues that Arise During Emergencies Relative to Mental and Behavioral Health. The memoranda consist of 20 brief summaries of topics that fall at the juncture of mental and behavioral health, law, and emergencies and draws upon underlying legal and ethical concepts that are relevant to emergency preparedness Who should use it?: The toolkit is intended to benefit those who seek to understand specific legal and ethical issues that arise during emergencies relative to mental and behavioral health. Examples include but arent limited to: - Health Care Providers - Health Care Administrators - Public Health Officials - Emergency Planners Benefits: What are the expected benefits? By using these tools, it is hoped that the users will develop a greater understanding of specific topics at the intersection of mental and behavioral health, law, and emergency preparedness. As a result, the Toolkit for Legal and Ethical Preparedness Relative to Mental and Behavioral Health as well as the Memoranda Regarding Legal and Ethical Issues that Arise During Emergencies Relative to Mental and Behavioral Health have the potential for immediate and long term impact
