Public health threats and emergencies present a unique response challenge because they do not respect political boundaries and, therefore, create a high likelihood for interstate consequences. Responding to public health threats requires a high level of interagency and interjurisdictional cooperation. This study of five regions - Nebraska/Iowa, Charlotte (NC), Philadelphia (PA), Memphis (TN), and the Yellowstone area - was conducted in order to help State Health Officials, SNS coordinators, and other state public health workers understand the opportunities available in interstate planning and how challenges may be overcome.
