This document is a plan for local response to mass fatalities developed in 2010 by the Richmond City Health District. Its components include the following: Concept of Operations, including a delineation of responsibilities among different local agencies; Fatality reporting; Transportation, storage, handling, tracking and disposition procedures; and Issuance of death certificates. This plan was also used as part of an application for Project Public Health Ready and can be used as an example for other local health departments.
