The purpose of the Meals on Wheels Planning Guide is to provide standardized considerations and partner practices for public health planning with local Meals on Wheels chapters. The Guide was vetted by additional public health departments, Meals on Wheels, and CDC reviewers. Two major changes took place: I. The Guide evolved into two audience-focused products, Brochure for Meals on Wheels awareness, entitled Meals on Wheels Homebound Delivery in a Public Health Emergency. Planning Guide for the local Meals on Wheels' contacts, entitled Public Health Meals on Wheels Planning Guide for Medical Countermeasure Delivery and Dispensing. II. The Meals on Wheels project transitioned to the CDC DSLR MCM Team. The Brochure and Planning Guide are being distributed to all public health jurisdictions. The Meals on Wheels project workgroup hopes to encourage feedback and best practices learned from state and local experiences in the following areas. Product testing with public health jurisdictions that will engage a Meals on Wheels delivery dispensing option in an exercise or drill. Additional partner practices learned from working with a local Meals on Wheels. After-action report results from a Meals on Wheels delivery exercise or drill to update the products, as needed. Sample forms and attachments to standardize and add to the Planning Guide's appendix. Promising Practices for Partnering with Meals on Wheels Programs -- A webinar to describe these resources and promote promising practices for partnering with Meals on Wheels was held on July 12, 2016. The Meals on Wheels project is a collaborative effort between public health and Meals on Wheels and is supported by the Centers for Disease Control and Prevention (CDC). The purpose of this project was to develop standardized protocols and processes to leverage Meals on Wheels resources to support state and local public health response capabilities. In particular, the objective is to use Meals on Wheels to provide medical countermeasures (MCM) dispensing to vulnerable populations during a public health emergency. This project first began with the Community Resilience Activity in the Division of Strategic National Stockpile and was later transitioned over to the MCM Team in the Division of State and Local Readiness (DSLR). Existing best practices and relationships using Meals on Wheels were sought out to support the development of this project. Frederick County, Maryland had a successful operational Meals on Wheels plan, and agreed to provide planning documents and serve as a partner with CRA in the development of this project. Several other state and local jurisdictions served as project partners as well, including Baltimore City, Maryland; Henderson County, North Carolina; and the states of Kansas; Oregon; and Massachusetts.
