This toolkit contains best practices and lessons learned by states to successfully implement a draft template Memorandum of Understanding (MOU). This MOU formalizes responsibilities between state-level public health programs and pharmacies in pandemic vaccination planning and response. Additional supplemental materials can be found in Appendix A of this document.
