This Memorandum of Agreement serves as an example of the importance of the community when dealing with emergency situations in which huge numbers of people need prophylaxis or antibiotics. It includes forms to involve community members as volunteers and questions to ask of them before their work begins. This Memorandum serves as a template for involving the community in emergency response.
