The Michigan Department of Community Health and the New York State Department of Health, in collaboration with representatives from ASTHO and NACCHO, have developed several tools to assist local and state health departments with the completion of the Operational Readiness Review (ORR) tool. Toolkit Contents: The Michigan crosswalk tool links ORR sections to relevant CDC PHEP capabilities and related sections of the Technical Assistance Review (TAR) and provides examples of documentation that local and state health departments might use as evidence in the ORR submission process ( for BP3 (2014-2015) ORR). The New York excel crosswalk tool displays each function of the ORR tool, function rating criteria, function intent/guidance, and relevant references. This tool also links ORR functions to related TAR sections. The tool displays where sections of the BP4 version of the ORR tool and guidance changed from the BP3 version. Yellow highlights indicate wording, criteria, or intent changes. Purple text indicates reference changes or additional text. Users can also enter scores into the excel sheet to quantify their level of implementation across capabilities. ( for BP4 2015-2016) ORR). There is also a clean version of the NY excel crosswalk available without the highlighting and scoring sheets ( for BP4 2015-2016) ORR). The New York annotated ORR PDF tool indicates how the BP4 version of the MCM ORR tool changed from the BP3 version and highlights areas of text that changed in the PDF version of the MCM ORR tool and supporting guidance ( for BP4 2015-2016) ORR).
