These excerpts from Clay County Health Department's emergency operations planand annexes were submitted as evidence for a Project Public Health Ready (PPHR) element requesting information on command and control crosscutting with the agency's concept of operations. The criteria element asked the applicant to demonstrate that the agency's command and control structure addresses the following four items: Staff roles, responsibilities, and concept of operations for ESF 8. Description of response actions that will happen. Description of when the response actions will happen. Description of under whose authority the actions will happen. The first document includes information from the agency's base plan to address all four bullet points. The second document includes additional information on legal authority from an appendix to the base plan. This evidence was submitted with an application using the PPHR 2011 criteria. An additional bullet has been added to the crosscutting criteria elements in subsequent versions of the criteria.
