In preparation for the BP4 version of the CDC Medical Countermeasure Operational Readiness Review (MCM ORR), two local health districts in Connecticut decided to compile all the plans and documents being submitted as evidence for the ORR self-assessment into one Adobe PDF Portfolio package. Aligning the files into one document allows all the pieces of evidence to be bookmarked and hyperlinked to the corresponding ORR criteria element. While the process of compiling this package is tedious, it is a worthwhile endeavor for both the Local as well as the State or CDC reviewer. Once the portfolio is completed and all hyperlinks are in place, the document is ready to be uploaded to the CDC MCM ORR SharePoint site. The reviewer will download that file and will have access to the portfolio package and the hyperlinked ORR tool. To assist in this process, two documents have been put together providing some guidance and recommendations for Local Health Departments to use who do not have previous experience in hyperlinking. A caveat to this specific approach, is that Adobe Pro is needed to create the portfolio and hyperlinks. There are other programs, such as Microsoft Word, that can be used to create hyperlinks.
